Proposed change for better localization

{{Editprotected}} I propose to change some customized strings with extraction to separate MediaWiki messages. This request is related with Wikispecies talk:Localization#Site interface localization (custom messages)

Proposal:

• Discussions > pump-description > MediaWiki:pump-description
• Templates > templates-description > MediaWiki:templates-description
• Charter > charter-description > MediaWiki:charter-description
• Requests for Comment > rfc-description > MediaWiki:rfc-description
• Coverage at Meta-Wiki > coverage-description > MediaWiki:coverage-description
