Type locality: Tanzania: temporary ditch associated with an unnamed affluent of the Mhwala River, Wembere River drainage, Lake Eyasi basin, 05°53.09'S, 34°17.12'E, 1378 m asl.

Etymology: named in honour of aquarist and collector Sergey Torgashev from Elektrostal, Moscow Oblast, who discovered the species.
