I doubt it, the middle name appears identical but that's all that really "connects" them as far as I can see. Van Ngoc Thinh works in Germany and Vu Ngoc Thanh works in Vietnam; Van Ngoc Thinh specialises in primates, and Vu Ngoc Thanh appears to specialise in reptiles. They also have different emails.
